Ripple Legal Chief Shares Bullish XRP Outlook After CLARITY Act Failure

Ripple Chief Legal Officer Stuart Alderoty stated that the token’s legal foundations remain solid following the legislative deadlock of the CLARITY Act in the U.S. Senate on Tuesday, September 15.

The procedural vote required a 60-vote threshold to proceed to formal floor debate in the upper chamber. The final tally concluded with 49 votes in favor and 50 against, preventing the bill from advancing along its immediate regulatory path.

Despite this parliamentary outcome, Alderoty posted on his X account that Ripple and its digital asset operate on established legal ground. The legal chief noted that the 2023 judicial ruling decoupled programmatic transactions of $XRP from classification as investment contracts.

Over the past 24 hours, $XRP slid 7.95% to $1.29, according to CoinMarketCap metrics. Technical indicators from the platform suggest that the breach below the 200-day moving average at $1.355 likely accelerated defensive sell orders.

The bill previously passed the House of Representatives in July 2025 by a 294–134 margin. Despite that precedent, Senate negotiations stalled over objections surrounding public ethics standards and the regulatory oversight of decentralized protocols.

Judicial Precedents and the Regulatory Role of the SEC and CFTC

The company anchors its stance in administrative determinations established prior to the legislative debate. Official March 2026 documentation issued jointly by the SEC and the CFTC categorized $XRP among sixteen digital assets recognized as digital commodities.

According to financial sector reports, this interagency interpretation limits the company’s operating exposure to direct disputes regarding the commercial nature of the asset.
